This project delivers an innovative strategy for controlling and directing spatial utilization through the development of non-fiscal incentive and disincentive schemes in Tangerang Regency. We assist local government in designing policies that effectively promote area development in line with spatial plans, while simultaneously managing non-conforming land use.

Through a comprehensive analytical approach, we identified regional potentials, area characteristics, and prevailing development dynamics. The result is a set of practical and well-targeted policy recommendations — ranging from permit facilitation and procedural simplification, to specific restrictions in areas requiring tighter control.

Through this work, we contribute to creating a more effective, directed, and sustainable spatial management system, while supporting the development of a healthy and competitive investment climate in the region.
